The application that perfectly fits the description presented above is the SoftPerfect Research-developed, the aptly named SoftPerfect Bandwidth Manager (the Standard version, not the Lite one). It is a bandwidth limiter and traffic shaper for Windows that monitors the network traffic and allows you to limit the bandwidth.
